The Project for Human Resource Development Scholarship by Japanese Grant Aid (JDS)

The Project for Human Resource Development Scholarship by Japanese Grant Aid (JDS) has been started in Mongolia since 2001. Up to the present, total of 300 Fellows have been sent to Japan.
JDS is now inviting potential applicants who understand its aims and are interested in 2 year master’s degree program at Japanese accepting universities for the academic year 2018-2020.
The program will be instructed in English except for Hokkaido University. 
The number of dispatches is 20 per year.

 

Sub-Program / Component

Fields of study, so called “Sub-Program” and “Component”, correspond to and deal with the target priority areas for the social and economic development of Mongolia. 
The participants of JDS shall be selected mainly from the “Public Sector” whose mission is closely related to the respective “Sub-Program” and “Component”. 
This approach gives its most importance on “Selection and Concentration” on the development issues of the country, securing further effectiveness and efficiencies of the JDS Project.

1. Qualifications and Requirements of Applicant

Slot Public Sector (English Course)
All the components except 2-1 Hokkaido University
Private Sector (Japanese Course)
Component 2-1 Hokkaido University only
Nationality Citizens of Mongolia
Age Between 25 and 39 years old as of April 1st, 2018
(Born on/after April 2nd, 1977 and born on/before April 1st, 1992)
Academic Background
  • Possess a Bachelor Degree from universities authorized by the Government of Mongolia or other countries.
  • For Component 1-2-2: Graduate School of Law, Kyushu University, those who obtained the bachelor degree in law are preferable.
Job Category Currently employed by the Government of Mongolia with permanent status. (State owned enterprises are not included except for the Mongolian Stock Exchange.)

Correspond to any of the followings;

  • 1) Currently employed by a company which has an employer or employee(s) who completed the Basic Business Course or the Model Company Development, Diagnosis and Guidance Program of the Mongolia-Japan Center for Human Resources Development
  • 2) Currently employed by a company which has received loans from JICA’s Small and Medium-sized Enterprises Development and Environment Protection Two Step Loan (TSL) Project, or is involved in the loan work of the TSL Project as Participating Financial Institution (PFI)
  • 3) Currently employed by a state owned enterprise
  • 4) Currently employed by a Japanese-affiliated company
  • 5) Currently employed by a company other than those above, and has obtained Bachelor degree in Japan under the Japanese Government (Monbukagakusho) Scholarship ( Management or Economics fields preferred)
*For 1),2) and 5) above, being employed by a Mongolia or Japanese-affiliated companies are preferable.
Work Experience Have at least two (2) years of work experience as government employee at the time of application Have at least two (2) years of full-time work experience in the current company as of application deadline
Language Proficiency Have a good command of both written and spoken English.
TOEFL iBT 61 (ITP 500) / IELTS 5.5 or above is preferable.
Must have sufficient proficiency in Japanese language skill for obtaining master’s degree in Japan (Japanese Language Proficiency Test N1, J-Test 700 points level is preferable.)
Health Condition Mentally and physically in good health.
Ineligibility A person falls under the following items is not eligible to apply
  • Those who are currently receiving or planning to receive other scholarship.
  • Those who have previously acquired a master’s degree in a foreign country with a scholarship awarded by other foreign assistances.
  • Those who are serving in the military.
Other
  • Candidates who take the final selection are required to submit a letter (Final Check Form) from belonging organization that assures of reinstatement of the candidate to the organization upon returning to Mongolia.
  • Candidates who cannot take all the health checkup items including x-ray at JDS selection will be disqualified.
  • JDS Fellows are obliged to return to Mongolia upon completing the degree program and work for at least two (2) years in their organization in order to make a contribution to the development of Mongolia.

2) Application Deadline

Master Degree: Deadline for Application: 17:00, November 15 (Wed), 2017
Application documents will not be returned for any reason. Late submission and incomplete application documents shall NOT be accepted.

1. Applicants for Kyushu University are exempted from the Math test.
2. Candidates will be required to submit a “Check Form” before undergoing the final interview. The letter form will be provided to the candidates who have passed the 2nd selection. At this selection stage, those candidates are close to reaching an acceptable level once they pass the final selection. Therefore, “Check Form” is a kind of preliminary confirmation-letter to confirm if their workplace can release the candidates from their work duties keeping their positions in the workplaces while they study in japan for two years.

4. Note

Research Plan

In the JDS selections, each candidate will be evaluated on her/his academic abilities enough to pursue the master program in Japan as well as the potential of the future contribution to the country. Thus, it is highly recommended to explain that the objective of your research plan be in connection with the development issues under applying Component, and to rationalize how the study will be addressed in accordance with the career path, corresponding to the current position and responsibility in the belonging organization.
It is also recommended to study your applying university to make sure if the curriculums of the university and fields of specialization of faculty members are relevant to your research.
Remember that plagiarize from somebody’s work or websites are strongly prohibited.

English & Math Exam

Every qualified applicant except for those who have qualified English scores will be required to take English proficiency test (TOEFL-ITP) as well as math test in Ulaanbaatar in Early December, 2017.

  • TOEFL consists of 3 parts with 'Listening Comprehension (50 questions)' for about 35 minutes, 'Structure and Written Expression (40 questions)' for 25 minutes, and 'Reading Comprehension (50 questions)' for 55 minutes.
  • Math test of around 60 minutes consists of Arithmetic operations, Solving fractions, Equations, Inequality, Matrix, Basic quadratic functions, Basic operations of exponential and logarithmic functions, Basic Integral and Differentiation, etc.

The scores will be used as reference purpose on the 1st selection by the accepting universities. Universities may require the applicants to have good command of English skill (TOEFL score of 500 or higher) and numeracy skills. Please be well prepared for the exams.

*Applicants who apply for the components of 1-2-2 (Kyushu University) will be exempted from math test.

1. Qualifications and Requirements of Applicant for Doctoral Degree

Nationality Citizens of Mongolia
Age Under 45 years old as of April 1st, 2018 (Born on/after April 2nd, 1972)
Academic Background Obtained a Master’s degree in Japan under JDS or other financial resources
Job Category Currently employed by the Government of Mongolia with permanent status
Work Experience At least two (2) years of full time work experience as government employee in Mongolia after obtaining a Master’s degree, as of application deadline
Other Those with proper understanding of the purpose of JDS Project and strong willingness to contribute to the development of Mongolia after completion
Must obtain an approval from a university in Japan (Reference letter from a supervising professor)
Must obtain a permission letter (Official Nomination Letter) from his/her belonging organization
Those who have not obtained a doctor’s degree overseas under support of other foreign government scholarship programs. And those who are currently not awarded or not scheduled to receive another scholarship from other foreign donors
Must not be serving in the military
Must be mentally and physically in good health
